KEDA Releases RFP for Child Care Business Toolkit Consultant
Silverdale, WA – The Kitsap Economic Development Alliance (KEDA) has released a Request for Proposals (RFP) seeking a qualified consultant or consulting team to develop a comprehensive Child Care Business Toolkit to support the expansion of licensed child care capacity in Kitsap County.
The Toolkit will serve as a practical guide for individuals and organizations seeking to open, expand, or convert child care facilities, with an emphasis on infant and toddler care.
Scope of Work
The selected consultant will develop a provider-facing Toolkit that includes:
- A step-by-step roadmap from exploration through launch
- Licensing and pre-licensing guidance, including WAC, RCW, and DCYF requirements
- Navigation of permitting, fire marshal, and local development processes
- Financial sustainability guidance, including grants and subsidy programs
- Information on Working Connections Child Care, Early Achievers, and military child care subsidies
- Business operations and financial management tools
- Continuing education and quality improvement pathways
- An insurance directory tailored to child care providers
The final product must translate complex regulatory and development processes into clear, accessible, and actionable guidance.
Budget and Timeline
The project budget is up to $30,000, with proposals submitted in an all-inclusive format.
Key dates include:
- RFP Issued: February 16, 2026
- Proposals Due: March 18, 2026
- Notification of Award: March 24, 2026
- Project Completion: June 16, 2026
Consultant Qualifications
Qualified applicants should demonstrate experience in:
- Child care licensing and regulatory navigation
- Small business technical assistance and financial planning
- Government permitting and development processes
- Development of toolkits or public-facing guidance materials
- Working within Washington State’s regulatory environment (preferred)
Proposal Requirements and Submission
Proposals must comply with RFP guidelines and are limited to 10 pages plus Attachment A. Submissions should include qualifications, relevant experience, a proposed work plan and timeline, and a detailed budget.
