Navy Awards $377 Million for Next Phase of PSNS Dry Dock 4 Seismic Upgrades

    September 5, 2025

The Navy has announced another major step forward in modernizing Puget Sound Naval Shipyard & Intermediate Maintenance Facility (PSNS & IMF). On September 5, officials awarded a $377.7 million contract to the Kiewit-Alberici Joint Venture to continue seismic upgrades on Dry Dock 4.

This latest investment comes just days after reports highlighted that preparatory modernization work at PSNS has already reached $447 million as part of the Navy’s 20-year, $20 billion Shipyard Infrastructure Optimization Program (SIOP). The earlier funding covered a wide range of projects—everything from site preparation to infrastructure improvements—laying the groundwork for large-scale dry dock upgrades now underway.

The new award signals a clear transition from preparation into execution. Dry Dock 4 is one of PSNS’s most critical assets, supporting maintenance for the Navy’s nuclear-powered submarines. Seismic retrofits will reinforce the facility against earthquake risk while ensuring long-term operational reliability.

Together, these two recent developments illustrate how the Navy’s once-in-a-century investment at PSNS is moving from planning and prep to construction and resilience. The scope of work now unfolding not only strengthens national defense readiness but also represents a multi-billion-dollar opportunity for regional businesses and workers.
