NAVFAC Northwest Awards Record $9 Billion VENTI MACC

It came down to the last day of the fiscal year, with hours left on the clock.
On Sept. 30, Naval Facilities Engineering Systems Command (NAVFAC) Northwest awarded the VENTI Multiple Award Construction Contract (MACC), a $9 billion vehicle that brings 15 construction firms onto the team. It is the largest single procurement action in the command's history.
For the sailors, families, and civilians who live and work on Navy installations across the Northwest, the contract means something simple: when a base needs to be built, rebuilt, or modernized, a bench of proven builders is now ready to go.
"This is not just a standard award – it is a generational milestone that our contracting and acquisition workforce achieved through relentless commitment to the Navy mission," said NAVFAC Northwest Commanding Officer Capt. Bob Stiles. "To bring a contract of this scale and technical complexity across the finish line on the final day of the fiscal year is nothing short of extraordinary. Their tenacity gives us the tools to ensure our shore installations will maintain the operational readiness the Fleet requires for years to come."
What the VENTI MACC is
VENTI is an indefinite-delivery/indefinite-quantity contract for design-build and design-bid-build construction. It covers new construction, renovation, alteration, and repair at Navy installations across NAVFAC Northwest's area, which includes Washington, Oregon, Idaho, Alaska, Montana, Wyoming, the Dakotas, Nebraska, Iowa, and Minnesota.
Most of the work is expected to land in Washington State, home to Naval Base Kitsap, Naval Station Everett, and NAS Whidbey Island.

- The $9 billion is a ceiling, not money already spent. The 15 awardees will compete against each other for individual projects, called task orders, over the life of the contract. That competition keeps prices sharp and lets NAVFAC move quickly when the Fleet needs something built.

The team that got it done
A contract this size doesn't happen by accident. It took months of work from NAVFAC Northwest's acquisition and contracting professionals.
They built the source-selection criteria from the ground up, worked through regulatory requirements across multiple agencies, and evaluated more than 20 detailed proposals. In the final stretch that meant long days, late nights, and tough negotiations, all to close the award before the fiscal year ran out.

What it means for the region
Every ship that deploys from the Pacific Northwest depends on what's built ashore: the piers, power systems, maintenance shops, and facilities where sailors work and train. VENTI gives the Navy a reliable way to keep that infrastructure modern for years to come.
It's also expected to open doors for regional businesses. Task orders of $50 million and up typically draw on local trades, suppliers, and specialty contractors. Large-business awardees are also required to set goals for subcontracting with small businesses, including veteran-owned, women-owned, HUBZone, and small disadvantaged firms.

What's next
With the contract in place, NAVFAC Northwest will begin competing task orders among the 15 awardees as projects are funded and ready. Over the next eight years, those projects will help keep Northwest installations ready for the Fleet.
