11 Small Businesses Win Spots on NAVFAC Northwest's $1 Billion GRANDE Contract

GRANDE puts up to $1 billion of Navy construction in reach of small businesses. Now is the time to get ready for it.
NAVFAC Northwest has named 11 small businesses to its new GRANDE Multiple Award Construction Contract, which has a shared ceiling of $1 billion. The contract is set aside entirely for small businesses, and the Navy expects most of the work to happen in Washington State.
For the region's small contractors, trades and suppliers, GRANDE is one of the most important Navy construction vehicles to watch over the next few years. It's built for the mid-size projects that keep bases running, and it's designed to keep that work in small-business hands.
What kind of work
GRANDE covers new construction, renovation, alteration, repair and demolition on Navy installations. Specific projects haven't been announced yet. The solicitation and award notice describe the range of work:
- Operations and support: maintenance and industrial buildings, warehouses, communications facilities, training buildings, armories and fire stations
- Quality of life: housing, dining, lodging, childcare centers, fitness and recreation centers, and medical facilities
- Aviation: hangars, aviation facilities and airfield pavement
- Infrastructure: substations, electrical distribution, power and communications lines, roads, culverts and ranges
- Building systems: HVAC, boilers, high-pressure steam, potable water, sanitary sewer, fire protection, communications and cybersecurity
That range means work for nearly every trade on a typical base, though how much reaches any one region will depend on which task orders are issued and where.

These are the firms that will compete for GRANDE projects as prime contractors. To deliver them, they'll need local subcontractors and suppliers.

How local businesses can get involved
The firms that are registered, certified and known to the awardees will be first in line when GRANDE projects start. Here's how to get ready:
- Register in SAM.gov and keep your registration current.
- Get certified. If you qualify, pursue small business certifications such as veteran-owned, women-owned, HUBZone or 8(a). Primes look for these when building their teams.
- Introduce yourself to the awardees. Send a short capability statement and examples of past work to each firm's business development or subcontracting contact.
- Watch for task orders. NAVFAC Northwest's quarterly workload projections show planned projects in the region.
- Contact NAVFAC Northwest's Deputy for Small Business for guidance on upcoming opportunities.
