Resources Now Available: NAVFAC NW Multi-Mission Dry Dock MACC Pre-Proposal Conference
November 2, 2026
SIOP M2D2 ALERT: Proposal deadline is December 1st!
The slide deck and video recording from NAVFAC Northwest's 15 October 2026 pre-proposal conference for the Multi-Mission Dry Dock (MMDD) Multiple Award Construction Contract are now available. If you missed the session, or want to revisit the details before the 1 December proposal deadline, start here.
The solicitation is N44255-26-R-0005, part of the Navy's Shipyard Infrastructure Optimization Program (SIOP). It targets the largest repair dry dock in the nation, built at Puget Sound Naval Shipyard & Intermediate Maintenance Facility (PSNS & IMF) in Bremerton to support Ford-class carriers in the Pacific.

The project at a glance
Military construction project P-454 replaces Dry Dock 3 and Piers 6 and 7 with a 1,210-foot by 210-foot pressure-relieved graving dry dock. Ford-class carriers can't pass the Panama Canal (257-foot flight deck vs. a 168-foot canal beam), so West Coast capacity matters. Ford-class ships also need roughly double the shore power (40 MVA) and 76% more cooling water (17,620 gpm) than Nimitz-class.
| Quantity | Amount |
|---|---|
| Excavation | 896,000 CY |
| Dredging | 867,000 CY |
| Concrete | 817,000 CY |
| Dry dock chamber | 630,000 CY |
| Support facilities | 361,000 SF |
Work is expected in four task order packages:
- Marine — demolition, dredging, upland shoring and cutoff wall, double-wall cofferdam, ground improvements
- Dry Dock — construction dewatering, Dry Dock 3 demolition, excavation, pressure relief system, dry dock with entrance and quay walls
- Infrastructure — substations, utility tunnels, partial Farragut Avenue tunnel replacement, process equipment, crane rail, fendering, testing and commissioning
- Caisson — fabrication and delivery
Construction happens inside an active nuclear shipyard with 15,000 workers, limited laydown space and Controlled Industrial Area access. A NEPA decision has not been rendered: the Draft EIS comment period closed 3 September 2025, and the Final EIS and Record of Decision are pending.

Award uses a best-value tradeoff, with non-price factors combined weighted more than price. Offers must be best and final at submission — don't count on discussions.
- Technical Approach — org chart, roles narrative, bonding capacity
- Experience — up to five construction and five design projects, completed within 10 years, about $350M or more
- Past Performance — CPARS for each Factor 2 project, or PPQs where none exist
- Small Business Utilization and Participation — historical utilization, SBPCD, and subcontracting plan for large businesses
- Safety (acceptable/unacceptable) — DART at or below 2.0 and TCR at or below 3.5 for five complete years
- ATC Management Plan — up to 10 pages on structuring the ATC process for Package 1 – Marine
- Price — financial capability, ATC seed project bid schedule (capped at $2M), and the price model form's markup rates
Housekeeping that trips up offerors: active SAM registration with both NAICS codes, a current VETS-4212 filing, a NIST SP 800-171 assessment in SPRS, signed teaming or JV agreements with correct CAGE codes, and strict page limits.
