Kitsap County’s Department of Community Development (DCD) is excited to announce the launch of Phase 2 of the Permit Review Efficiency Plan (PREP), which brings the 2x6 Review Model to Plat applications starting June 2, 2025. This follows the successful implementation of Phase 1 for Site Development Activity Permits (SDAPs) in March. 

The 2x6 Review Model is designed to improve the speed and consistency of permit reviews, providing applicants with a predictable process. This includes two review cycles, each lasting six weeks. This phased rollout supports applicants and helps DCD staff focus on maintaining quality service. 

In addition to Phase 2, DCD Submission Guidelines took effect on May 1, 2025. This was a formal enforcement of existing submittal standards to ensure complete, consistent, and ready-to-review applications. Applicants can use the Submittal Success Guide, a comprehensive resource located on the Permit Pathways or Permits page, that helps applicants understand and meet submission standards. 

We also want to highlight a critical update: our Permit Review Cycle Limit Policy. Under this policy, permits submitted on or after January 1, 2025, will be limited to two review cycles, with a third cycle allowed only for non-substantive changes and upon supervisory approval. This policy ensures permits move through the review process efficiently, and staff are reviewing strong applications.
